Is Anyone Surprised it is Flint?

The government looking at expanding a pioneering scheme in Flint, one of the poorest US cities, which involves razing entire districts and returning the land to nature.

Local politicians believe the city must contract by as much as 40 per cent, concentrating the dwindling population and local services into a more viable area.

This seems to really make sense. Though I wonder who pays for the demolition, and how this will actually increase the amount of "rubbish bags" the "dustcarts" collect? (Who wrote this?) I don't see how this will generate revenue or jobs. OK, so it's making less sense but it will be pretty!

It will create jobs short term while eliminating the squatters and the like as their buildings come tumbling down over their heads.

Revenue is secondary to cost of upkeep,so in theory you just created a positive balance. Again, short term jobs. More pretty, but does not help the economic situation. I am fully behind this, except who maintains the nature preserves? Who pays for the roads to that one house still standing?
